Start Outlook. Click Tools - Email Accounts - Add a new email account - POP3 to begin.

Note: If your test fails, assuming you entered all the information correctly, it's probably because your ISP does not allow you to use your own mail server to send mail. Click the More Settings button, then the Advanced tab, and change the SMTP port to 26 (see below). Test the account again. If it still does fails, change the SMTP port back to the default 25, and then change your outgoing SMTP server to whatever your ISP recommends you use.
